DeafDigest dedicates this edition to Clyde D. Wilson, Akron,
Ohio, who departed us at the age of 91. He has been long
involved with deaf athletics in Ohio, having led several
athletic groups as president. He also found time away
from athletics to teach ASL to students at University of
Akron.

- What the stories are saying about the deaf?

Selina Ooi, a deaf woman of Malaysia, is involved with
her job as a multi-media engineer with the KDU University College.
She works with websites, flash, graphics and illustrations every
day. She hopes she is setting herself up as a great example
for the deaf Malaysians to live up to.

School districts which send their deaf students to
the state school for the deaf are expected to pay
for students’ education and boarding. In the
case of Rhode Island, certain districts refused
to pay Rhode Island School for the Deaf. As a result
the deaf school filed a lawsuit to collect funds.
the court ruled in the deaf school’s favor.

- Very Hot News

Deaf Health different from Hearing Health, or to be specific,
ASL Deaf Health different from Other Deaf Health? Yes, according
to researchers from the Rochester-based National Center for Deaf Health Research team. The team is saying that rates of obesity, domestic violence and suicide is higher among ASL users. On a more positive side, numbers of ASL smokers are lower than Other Deaf and Hearing smokers. These findings were published in the American Journal of Public Health. Bottom line – does DeafDigest believe these gloomy stats? DeafDigest is always skeptical when stats based on a limited
local sample is deemed to be representative of the national ASL Deaf People.

- Sunday November 27th

The First International Investments, an investment company
in Swaziland, promised to give prizes for the top three
contestants in the Miss Swaziland Deaf Pageant. The pageant
ended 3 months ago and the top 3 winners were still waiting
for their promised prizes. A story broke out in a newspaper
about this broken promise. Embarrassed, this investment
company suddenly gave prizes the next day to these three
patient (or impatient) deaf finishers!

- Monday November 28th

The Deaf Women of Rochester is now celebrating its
30th birthday.

- Tuesday November 29th

We have another Deaf Restaurant. It is the Mozzeria,
a pizza eatery in San Francisco, owned by Russ and
Melody Stein. It was not too long time ago when
a deaf owned restaurant in Texas opened up.

- Wednesday November 30th

Louder is the demand by the Deaf Community of Jamaica
for interpreters at public events. They have made
this demand known with the new Prime Minister.

- Deaf Miscellaneous stuff

We, in USA, take our video relay services for granted.
Not that so in Canada’s British Columbia and Alberta
provinces. This service will close on January 15, 2012.
Reason? No money. The hope is that the Canadian Radio-Television and Telecommunications Commission
(which is like our FCC) will find a way to continue
this service.

ASL COURSES POPULAR WITH COLLEGE FOOTBALL PLAYERS?
There are many, many college football players that
take ASL classes.
Do these football players love ASL and love Deaf
Culture?
No. Many football coaches tell these players to
take ASL classes because they think it is an easy
class for them to pass and to continue playing
football.
An example was a group of 29 football players at
University of Oregon taking these ASL classes.

ONE REASON WHY SOME DEAF PEOPLE HAVE CI
Some deaf people accept CI for different reasons.
Some may be late-deafened and a CI will help them
follow voices and sounds. Some just want to follow
noises – such as police siren, hearing people yelling
at them, a firecracker explosion, etc.
But there is another reason why some deaf people
want CI. They suffer from tinnitus. And for some
of them CI helps kill off tinnitus.
Always kill off? Yes, in some cases – and no, in
other cases.
Those that accept CI to kill off tinnitus and when
it doesn’t, are very disappointed.

THE KAPPA GAMMA BAND?
Kappa Gamma is Gallaudet’s oldest fraternity,
been in existence since 1901.
Kappa Gamma members in a musical band? Yes, and
no.
The Gallaudet Kappa Gamma group do not play in
a band, but there is a Kappa Gamma band!
It is based in Nottingham, a town in England.
This band shows promise of becoming number one in
England. Why the Kappa Gamma band?
Said a spokesperson, in an interview:

I was searching the internet one day and I saw this thing called Kappa Gamma and I thought that’s a
cool band name. It’s a fraternity in America for deaf people

A SPEAKERPHONE THAT WE DO NOT REALIZE
Many workplace offices have speakerphone. And if
it is not carefully maintained, then it may cause
embarrassment – such as someone on the other end
arguing with someone in the office.
Hearing people hear it, and may “laugh” about
the domestic arguments. But we, the deaf, do not
know it!

A DEAF DOCTOR IN OREGON
There was a newspaper story of a doctor in Eugene,
Oregon that is deaf.
It is Dr. Sharon Meyers. The story said that she is
learning sign language and was twice voted as the
area’s best doctor according to a local newspaper survey.
It is not known, however, if she was deaf all her life
but trained orally or became late-deafened – two different
things.

COMMENTS FROM A CART OPERATOR – continuing series

When people find out what I do for a living, one topic that many
people immediately bring up is captioning errors.  People are always
reading the screens of CART providers and realtime captioners as we
write what is being said, and because we are human, there will always
be some mistakes.  Captioners and CART providers cannot stop and go
back to correct mistakes.  Everyone sees the mistakes that we
make.

It is very important that users of realtime captioning understand
what an acceptable error rate is and what is not acceptable.
Unfortunately, even if a captioner is writing at 99.9% accuracy,
there will still be 10 misstrokes for every 10,000 steno strokes.
People often focus on those 10 misstrokes rather than the 9,990
strokes that are correct.

To do a little comparison with something that most of us are familiar
with, imagine if you were typing on a computer keyboard and you were
typing 10,000 keystrokes without taking a break.  If you only had 10
incorrect keystrokes, you would probably be very happy with your
accuracy.

Of course, there are some captioners and captioning programs out
there that may not be doing a good job, and consumers of captioning
should voice their concerns to help to improve the quality.  If there
is a mistake in every sentence or if one in every 10 or 20 words is
wrong, let the people in charge know that the captioning is not good
enough.  Sometimes the people in charge have no idea what good
captioning is.

THE VALUE OF VOLUNTEERS
There was a story in one of these magazines that
was titled:

Volunteerism Rising as Way to Contribute in Uncertain
Economy

At TDI, DCARA and NAD in the past where DeafDigest
editor worked in these years as a young man, there
were always volunteers. They did tasks that saved
the agencies a lot of money.
The volunteers are always valuable, any time, any
where.

TO BE DEAF AND TO BE ISOLATED

There are newspaper stories saying that technology will
render obsolete our sign language  – and that the future
deaf will prefer to mingle with hearing than with their
peers – and that deafness will be completely eradicated
thanks to the CI and genetical engineering.

True or false?

DeafDigest wishes to point out this following example:

An outstanding deaf football player, that played for one
of the best college football teams, was praised for
overcoming his deafness. He also wrote a book, detailing
his lifelong loneliness and frustrations because of his
deafness and thanked football for making him a success
story. He was a featured speaker at some deafness awareness
events.

Alas, he was arrested few years later for the same
reasons that we are seeing these Penn State football and Syracuse basketball scandal stories in newspapers these days!

He is now in prison.

Hot DeafNews boring, but important!

Drug-induced deafness? By drugs, we are talking about
antibiotics, which is supposed to treat something, but
according to Peter Steyger, may cause deafness. Steyger,
who is deaf, is a research scientist with the Oregon Health & Science University, says that certain antibiotics may
cause deafness. His findings were published in the
Scientific Reports publication.

Howard Gorrell’s lawsuits

(deaf activist Howard Gorrell will fight for what he believes -
legal rights and legal needs of the deaf; he is currently
involved with the lawsuit against state of Maryland over
congressional redistricting issue. In a short series, DeafDigest

Lawsuit #2, as explained by Gorrell:

Second Complaint (ADA) with the District of District against the Delaware State Trooper for not dealing with deaf people. This case was ruled in favor of the Police but afterwards the State Police modified some policies in dealing with the deaf.

News of the Week – Looking Back 10 Years Ago:

A hearing aid that vibrates or a vibrator that functions
as a hearing aid? Researchers working with selected NTID
students raised the idea that a hearing aid could decipher
sounds and spit them out as vibrations.
Meaning future deaf people should rely on hearing aids
to feel out vibrations as opposed to the using hands to
feel out these vibrations?

Status:        Full-time, Regular, Exempt
Reports to:      Vice President of Educational Service Lines

Position Summary
The Program Director will supervise and monitor the day to day operations of the residential and education services provided at the Pressley Ridge School for the Deaf.  They are responsible for the supervision of service delivery, staff, adherence to internal policy as well as external regulation and licensing requirements, sound fiscal operation, and communication and liaison with local community groups, schools, service agencies, and local state offices and courts of the county and stated.

A.    To ensure overall program direction and oversight to program operations, the Program Director will:

1.    Create and maintain systems for the documentation of all educational activities and uphold the confidentiality of all program records and files;
2.    Ensure that all program activities and staff practices are in compliance with the regulation and in keeping with Department of Education, DPW and Pressley Ridge policy, values, and standards of professional and ethical conduct;
3.    Develop and oversee a safety program that addresses the safety and well-being of staff and consumers in all activities and environments in which we work.

B.    To ensure solvency through adherence to the PRESSLEY RIDGE budgetary process, maximizing staff productivity and system efficiencies, and effectively using agency resources in pursuit of program goals, the Program Director will:

1.    Develop, implement and live within the program budget;
2.    Manage buildings and grounds, vehicles and equipment, and PRESSLEY RIDGE property and supplies in keeping with PRESSLEY RIDGE standards:
3.    Develop and manage systems for the efficient utilization of workforce by establishing staffing patterns, job designs, work schedules, and performance and productivity standards in keeping with PRESSLEY RIDGE values and standards;
4.    Oversee the development of educational costs and revenues, (per diems, etc.);
5.    Review and approve travel and receipt requests;
6.    Establish capital budget request.

C.    To ensure the maintenance of a full complement of competent and committed staff/treatment parents to fulfill the mission of the program and agency, the Program Director will:

1.     Develop and implement effective strategies for recruitment, screening, selection and hiring of a diverse, qualified workforce;
2.    Develop and implement effective staff development strategies including targeted training, supervision, succession planning and professional development programs aimed at enhancing staff competence, satisfaction and retention;
3.    Maintain effective performance management and evaluation system to ensure accountability;
4.    Administer an appropriate and equitable compensation program consistent with agency practices and standards;
5.    Maintain or provide oversight for the maintenance of updated HR files on every staff.

The Commission for Deaf and Hard of Hearing is seeking an Executive Director (ED). The ED will be responsible for managing department directors and other agency staff; plan and direct new and current programs or services; oversight of the development of the Agency’s program budget projection; develop program goals and objectives; develop Request for Proposals; management and oversight of various Agency contracts; work and interact with the other State Government agencies; review proposed regulations; respond to multiple inquiries from legislators, other agencies and many interested parties; represent the Agency at meetings and public functions; participate in legislative activities that include presenting program and policy analysis; represent the Agency during legislative sessions.

Qualifications for the position: A Master’s Degree in Business, Public Administration, Social Services or a related field is required for this position. Eight (8) years managing programs or projects that include strategic planning, and/or developing and implementing programs or services that require interaction with other agencies and/or with multiple parties to include five (5) years experience in direct staff management. Substantial experience with managing complex programs and budgets, significant experience in the administration of programs and services for the Deaf, Hard of Hearing and Deaf-Blind communities required.
